The Premier League club, who have been talking to Ndugwa for several weeks, are reported to have reached a verbal agreement.
It is understood Bul FC were open to letting Ndugwa leave following Bul’s elimination from the CAF Confederation Cup by Egyptian side Futures.
The forward joined Bul FC in January 2022 as a replacement for Musa Esenu and inspired the Jinja based side to their first ever Uganda Cup title after overcoming Vipers 3-1 in the final.
Vipers are currently in search for striking reinforcements for a squad that only has Rwothomio Cromwell as its proven striker. The latter’s form this season is also wanting.
The Venoms are gearing up for the upcoming CAF Champions League after sensationally dumping five-time CAF Champions League winners, TP Mazembe to make a first ever group stages in the competition.
Vipers have been placed in Group C alongside Raja Casablanca (Morocco), Horoya SC (Guinea), Simba SC and (Tanzania).
