Uganda Police Should Integrate Horses for CHAN and AFCON Security – Bond Okello

As Uganda prepares to host the prestigious CHAN (2025) and AFCON (2027) tournaments, innovative ideas for crowd management are gaining traction. One compelling suggestion comes from Okello, a Certified FIFA and CAF Safety and Security Officer, who advocates for the use of horses for crowd control at Namboole Stadium.

Drawing inspiration from successful crowd management practices employed in countries like South Africa, the UK, and France, Okello believes this initiative aims to enhance public safety while fostering a more positive atmosphere for fans.

“Horses provide a non-lethal option for managing large crowds, acting as a calming presence while simultaneously deterring unruly behavior,” Okello explains. “Their size and authority can create a physical barrier, effectively guiding fans and enhancing overall safety.”

Unlike traditional methods that often involve batons and tear gas, the use of horses offers a more humane approach to crowd control. Horses can effectively disperse crowds while maintaining a sense of order, standing as a formidable presence that calms and deters aggressive behavior.

Okello emphasizes the importance of adapting modern techniques seen in successful events abroad. “Many countries have successfully integrated mounted units into their crowd management strategies, and it’s time Uganda follows suit,” he asserts. The integration of horses not only prioritizes safety but also promotes a positive atmosphere during events, allowing fans to enjoy the festivities without fear of aggressive policing.

Upcoming Tournaments: CHAN 2025 and AFCON 2027

The 2024 CHAN tournament will be hosted jointly by Kenya, Uganda, and Tanzania from February 1st to 28th, 2025. This development was confirmed by the Confederation of African Football (CAF) on Monday, September 16, 2024, following an executive committee meeting in Nairobi, Kenya. The tournament accommodates only players featuring in the domestic leagues of the respective African countries and will feature 19 nations. The confirmed cities to host the tournament include Nairobi, Kampala, and Dar es Salaam, where the stadia and other amenities are located.

Meanwhile, the 2027 Africa Cup of Nations will also be jointly hosted by Kenya, Uganda, and Tanzania, while Morocco will stage the 2025 edition.
